1. To change you template: after downloading the template unzip it and copy the file and paste it on your desktop it is a .xml, .html or .xhtml file that is that is it extension after that do to your blog and sign in or go to www.blogger.com and sigh in or sigh up if you don’t have a blog before after that go to design>edit html code>choose>upload that is all after uploading it click on save old template and click keep old widget and click save changes that is all.
2. To publish or rather to post a blog or article
Go to new posting and you are good to go
